Director of Strategy Development

BACKGROUND OF DIRECTOR:

He was born in 1976 in the Ceyhan district of Adana. Between 1997 and 2011, he served under the command of the Gendarmerie General Command. In 2011, he began working as a municipal police officer in the Municipal Police Directorate of Büyükçekmece Municipality. Between 2012 and 2015, he served in the Private Office Directorate and the Presidency. He graduated from the Faculty of Business Administration at Anadolu University in 2011. Between 2013 and 2014, he completed his master's degree in Local Governments and Municipalities at the Institute of Social Sciences at Fatih University, and between 2014 and 2017, he completed his doctorate in International Law (Public Law) at St. Clements University. Currently, he is pursuing his second doctorate in International Relations and Diplomacy at Immanuel Kant University of Baltic Federation (Russia). Between 2015 and 2017, he served as the responsible of Strategic Research and Development Unit, as of 2018, he has been the Director of Strategy Development. Between 2017 and 2020, he held positions as Deputy Director of Public Relations, Press and Public Relations Director. He currently serves as the Director of Strategy Development, a position he was appointed to in 2018. He is married and can speak English.

Mission

 

To provide services to our internal and external stakeholders in financial decisions and transactions in accordance with the legislation in order to ensure the effective, economical and efficient use of our institution's financial resources, financial transparency and accountability.

Duties and Responsibilities of the  Directorate of Strategy Development:

 

  • To determine the medium and long term strategies and policies of the institution within the framework of national development strategies and policies, the annual program and the government program in line with the laws numbered 5393 and 5018, and to carry out the necessary studies to determine its objectives; to coordinate the necessary procedures for the preparation of the institution's strategic plan,
  • To coordinate the preparation of the performance program, to report and evaluate the results,
  • To carry out the secretariat services of the Institution Strategy Development Board
  • To develop performance and quality criteria in the field of duty of the municipality and to fulfill other duties to be assigned within this scope,
  • To improve municipal services; to collect, analyze and interpret data to gather information about performance,
  • To prepare the institution's budget estimates in accordance with the strategic plan and annual performance program, and to monitor and evaluate the conformity of the institution's activities to these,
  • To examine external factors that will affect the services in the fields of duty of the municipality, to conduct internal capacity research, to analyze the effectiveness and satisfaction level of the services, to conduct general research
  • To ensure that the periodic activity reports of the municipal directorates are submitted to the Mayor,
  • To prepare the activity report of the municipality based on the directorate activity reports prepared by the spending units,
  • To coordinate the preparation of the investment program of the municipality, to monitor the implementation results and to prepare the annual investment evaluation report,
  • To support and coordinate researches to be conducted by other units,
  • To provide necessary information and to advise the top management and the spending authorities on the implementation of other legislation related to financial laws,
  • To work on the establishment of an internal control system and to implement and develop its standards; to make the necessary preparations to increase the effectiveness and efficiency of the top management's internal audit function,
  • To work in various project areas in order to benefit from domestic and foreign funds,
  • To perform other duties assigned by the top manager.
