Director of Real Estate and Expropriation

BACKGROUND OF DIRECTOR:​

He was born in 1990 in Bakırköy district of Istanbul. In 2012, he graduated from Okan University Architecture and Urban Planning Department, Map and Cadastre Program; in 2015, he graduated from Anadolu University, Department of Business Administration. In 2018, he completed his master's degree in Okan University, Real Estate Finance and Valuation Program. In 2012, he started to work as a Map Technician in Büyükçekmece Municipality Directorate of Real Estate Expropriation. Between 2015-2020, he worked as Assistant Manager of Real Estate Expropriation. He is currently working as the Real Estate Expropriation Manager, to which he was appointed in 2020.

Mission

 

To manage the processes of establishing formation, transfer, assignment, usufruct right, easement right and similar real estate obligations and rights within the framework of the laws and regulations regarding real estates belonging to persons, institutions, organizations and individuals within its jurisdiction, and performing other works and transactions.

To contribute to taking the social, economic and environmental development of our district further by producing effective solutions with an understanding of accountability and transparency.

 

Duties and Responsibilities of the Directorate of Real Estate and Expropriation:

 

  • To carry out the inventory of the immovables registered in the name of the Municipality according to the Public Financial Management and Control Law No. 5018,
  • To protect and evaluate all kinds of real estates registered or at the disposal of our Municipality, and to protect the immovables belonging to other official institutions and organizations from invasion together with the Directorate of Municipal Police and other units,
  • To ensure the rent, adequate pay and evacuation of occupations in municipal immovables and areas left to the public and in order to create resources for the budget and to sell municipal immovables that can be sold by tender, in accordance with the procurement law no 22886/4734,
  • To ensure that transactions related to the determination of rent increase, accrual and collection of those who pay rent and adequate payment to our municipality,
  • To ensure the establishment of expropriation or easement on the places reserved for public services such as roads, squares, parks, playgrounds, green areas etc. which are included in the Development Plans  within the 5-year program prepared by the Directorate of Parks and Gardens and the Directorate of Technical Works, in accordance with the law numbered 2942/4650.
  • To carry out the transfer and sale transactions to the right holders within the scope of the laws numbered 4706/4916 regarding the utilization of immovable properties belonging to the Treasury,
  • To carry out the necessary transactions on subjects such as acquisition, leasing, exchange, allocation, usufruction, sharing rights ect within the scope of the relevant laws and regulations of the real estate within or outside the boundaries of the municipality, belonging to institutions, organizations or persons with regard to the real estate which are needed for the realization of the projects by the Investment Directorates,
  • To provide the "Mayoral Valuation Commission" with the Mayor's Approval for the valuation of real estates within the framework of the laws numbered 2886/4734, 3194, 2981/3290, 4706/4916, 2942/4650, to fulfill the functioning of the commission and the secretariat duty,
  • To realize the sale of immovables owned by our municipality to the shareholders in accordance with the 17th article of the law numbered 3194, within the framework of the zoning law legislation,
  • To prepare market documents related to the neighborhood bazaars established within the municipality boundaries, to collect the annual visa fees, to carry out the transfer transactions of those who wish to transfer their places within the bazaar in line with the income tariff and to allocate the vacant places within the framework of the relevant regulation,
  • To complete the missing procedures within the framework of the Law on Prevention of Squatters No.775,
  • To provide the necessary paperwork between public institutions and organizations, to provide the necessary information based on the petitions and applications of the persons to obtain information according to the Law No. 4982 on the Right to Information,
  • To fulfill the decisions taken by the Municipal Council and the Municipal Committee regarding the duties and powers given in the Municipality Law No. 5393, within the framework of laws and regulations.
