Director of Disaster Affairs

BACKGROUND OF DIRECTOR:​

Curriculum Vitae He was born in Bilecik’s Gölpazarı district in 1982. He graduated from Kuleli Military High School in 2002, from Turkish Military Academy in System Engineering/Machine Engineering as gendermerie officerin 2006. Between 2006 and 2017, he served at various levels of the Gendarmerie General Command. He worked as Director of Business Development and Projects in Acıbadem Healthcare Group between 2017-2021. He continues his master’s degree in Acıbadem University, Healthcare Management department. In February 2021, he was appointed as Directorate of Disaster Affairs in Büyükçekmece Municipality. Caner Denizli, who has awards from Tubitak and foreign projects competitions, speaks English and basic level of Russian.

Mission

 

Our mission is to create a proactive and effective prevention and response system that can respond to all kinds of disasters and emergencies that may occur in the national and international area, to develop innovative projects to reduce disaster damage, to prepare the people of the district for disasters with education and informing activities, and to work in coordination with all stakeholders working for this purpose.

 

Vision

 

Our vision is to create a disaster-resistant city with national and international projects and Research and Development process.

 

Duties and Responsibilities of the Directorate of Research and Development Relations:

 

  • To plan the processes for improvement of municipal services, to develop necessary projects or implementation models to increase the quality of the services and activities,
  • To carry out research in order to find out necessities to increase the efficiency of services, activities and communication,
  • To prepare practical projects for the municipality’s service areas,
  • To prepare projects for the development of the district and its residents,
  • To provide access to national and international funds, especially to the EU Framework programs for the development of Research and Development projects,
  • For Research and Development, to ensure joint research with the relevant departments for the solution and improvement of the identified problems, to receive support, from domestic and foreign experts when necessary,
  • To project Research and Development ideas, to prepare supportive application forms and to contribute to the conduction of supported projects,
  • To produce support project programs in order to carry out joint services and projects with domestic and foreign public, private institutions and non-governmental organizations in the fields of Büyükçekmece Municipality's duties, responsibilities and authorities,
  • Examining grants, funds, joint service and support projects application forms and contract drafts in terms of our Municipality's obligations,
  • To follow up the grants of all institutions and organizations that can provide grant or funding for the district, such as the World Bank, Directorate for EU Affairs, Ministry of Environment, Urbanization and Climate Change, Ministry of Agriculture and Forestry, Ministry of Family and Social Services, Ministry of Culture and Tourism and other relevant Ministries and Istanbul Development Agency, Turkish National Agency, Central Finance and Contracts Unit, Technology Development Foundation of Turkey, Embassies, Tubitak, İpa, İpard, İşkur, Kosgeb and non-governmental organizations,
  • To provide the documents and institutional information required for the preparation, implementation, management and audit stages of the national and international projects,
  • Establishing an Research and Development and innovation center when necessary,
  • To ensure that the project activities are carried out as foreseen and planned,
  • Ensuring that the projects are carried out on time,
  • To ensure that the projects are completed correctly,
  • To solve the problems that may arise on the Research and Development subjects,
  • To use working hours effectively/efficiently and to ensure that department personnel work in harmony,
  • To determine the training needs of the personnel and to ensure that the necessary training is received,
  • To determine the duties, authorities and responsibilities of the department personnel,
  • Planning and supervising department personnel movements (annual leave, assignment, etc.),
  • To prepare the budget of the Directorate and to send to the Financial Affairs Directorate,
  • To carry out works within the framework of the Regulations of the Research and Development Directorate and other legislative obligations,
  • Coordinating the works for the creation and updating of the municipality's service and process inventories and the inventories of services offered in the digital environment,
  • To carry out studies on the use of digital technology-supported innovative technologies in municipal services,
  • To develop open data strategies and ensuring its coordination,
  • To carry out analytics, security and privacy studies of big data and advanced analysis solutions,
  • To prepare the digital transformation roadmap,
  • To lead and coordinate artificial intelligence practices in priority project areas,
  • To perform other duties assigned by the Mayor.
