                He was born in Sakarya, Kaynarca in 1960. He graduated from the Science Class of Sakarya Kaynarca High School in 1978. He began his duty as a municipality police officer under the command of Directorate of Municipality Police in İstanbul Büyükçekmece Municipality in 1978. He has served as Municipality Police Deputy Chief between 1996 and 2006, Municipality Police Deputy Manager between 2006 and 2012 and he has been serving as the Deputy Manager of Büyükçekmece Municipality Support Services since 2012.  He is married and a father of 3 children.

The duties of the Directorate of Support Services Vehicle Department are providing 24/7 and non-stop services to all the directorates for daily and routine tasks along with providing the funeral, ambulance and other support vehicles required by our people.

  • JOB DEFINITIONS

    Coordinated management of automobiles, minibuses, buses, machinery and other equipment at the service of our municipality, direct procurement of goods and service requirements that are emergent and of small scale, procurement of movable property of medium and large scale by means of merchandise procurement tenders, procurement of services of medium and large scale by means of service procurement tenders, drawing up of the documents of goods and service procurement tenders and direct procurement procedures, regulation of progress billings, fuel consignment of official or rental vehicles used in the municipality services, determination of breakdown and maintenance procedures and reparation of the machinery and vehicles included in the inventory of the municipality, spare part procurement and workmanship, periodical replacement of parts such as oil, filters and etc. and maintenance of moving parts, procurement of fuel and greasing oil for vehicles, periodical reporting of all procedures within the scope of the system, monitoring of inspection, insurance, distribution of duties by issuing cards on the basis of plate numbers, monitoring of OGS-HGS cards, monitoring of input and output of stocked goods, fulfillment of food and service requirements of the personnel, follow-up of the files of the official vehicles of the municipality, procuration of insurance and periodical inspections of them, recording of the vehicle expenses and likewise information, filing, archiving and responding of the internal and external documents arriving at the Directorate of Support Services, maintenance of the equipment such as generators, submersible pumps and hydrophores that are utilized by the municipality and keeping  them operational.

 

​​DIRECTORATE OF SUPPORT SERVICES DUTY AND WORK REGULATION

PART 1

Aim, Scope, Legal Basis and Definitions

Aim

ARTICLE 1: (1) The aim of this regulation is to define the responsibilities, authorization and the scope of the duties of the Directorate of Support Services and the methods to be deployed in procurement of these duties and exercise of authorization.

Scope

ARTICLE 2: This regulation ensures the effective and regular execution of public services by carrying out financial procedures related with the expenditure items under the 4734 numbered Public Tender Law and 4735 numbered Public Tender Agreements Law, upon the request of disbursement units and the approval of the senior executive with regard to Büyükçekmece Municipality Directorate of Support Services foundation, duty and principles and pursuant to the second paragraph of the 60th article of 5018 numbered Law.

Legal Basis,

ARTICLE 3: This regulation has been issued in compliance with the 15/b articles of 03/07/2005 dated and 5393 numbered Municipality Law.

Definitions

ARTICLE 4: The terms in this regulation mean;

  1. Municipality                      : Büüyükçekmece Municipality,

  2. Mayor                                 : Mayor of Büyükçekmece,

  3. Deputy Mayor                 : Mayor of Bakırköy who has been assigned by the Mayor in respect                                   thereof,

  4. Unit                                      : Directorate of Support Services

  5. Manager                            : Unit Manager or Deputy Manager and those exercising the signatory authority given by the Manager in order to be only used exclusively in the designated fields,

  6. Chief                                    : Permanent Chief of Directorate of Support Services

  7. Personnel                          : Unit members outside the definition of the Manager and the Chief

PART 2

Corporation and Organization

Corporation

ARTICLE 5: (1) Directorate of Support Services has been incorporated by the decree of the Büyükçekmece Municipality Council with the date 09/01/2013 and number 8 on the basis of the provisions of the "Regulation on the Municipality and Subsidiaries and Local Administrative Unions Norms, Staff and Standards" which came into force by publication of the 22.02.2007 dated and 48 numbered Municipality Law in the Official Gazette numbered 26442.

Organization

ARTICLE 6: (1) the Directorate of Support Services consists of Organization Manager and the office staff.

(2) The manager is authorized to establish a directorship and assign the duties in connection with the directorate.

PART 3

The Characteristics of the Personnel, Duties, Authorities and Liabilities

The titles and the qualifications of the personnel

ARTICLE 7: (1) The titles and qualifications of the personnel to be assigned to the Directorate of Support Services are as follows.

a) Manager of Directorate of Support Services: is assigned in accordance with the provisions of the "Regulation on the Basis of the Promotion of the Employees of the Provincial Private Administrations, Municipalities and Unions, Institutes and Establishments Established by the Provincial Private Administrations and Municipalities and Affiliated Circulating Capital Enterprises" and the principles of 657 numbered Law's articles related with assignment.

b) Chief:  is assigned in accordance with the provisions of the "Regulation on the Basis of the Promotion of the Employees of the Provincial Private Administrations, Municipalities and Unions, Institutes and Establishments Established by the Provincial Private Administrations and Municipalities and Affiliated Circulating Capital Enterprises" and the principles of 657 numbered Law's articles related with assignment.

The duties, authorities and liabilities of the Director

a) Duties of the Support Services Manager:

  1. To represent the Directorate in the presence of the Mayor as fully liable and authorized in the management of the Directorate,

  2. To prepare the activity reports requested by the Office of the Mayor by  means of researching and investigating,

  3. To distribute the duties amongst the sub-unit chiefs, to take the necessary precautions to prevent the hindering of the operations due to the leaves of the personnel for the reasons of leave, leave of sickness and resignation by assignment of another person.

  4. To monitor every kind of employee benefits, to co-operate with the organizations and units with regard to the Directorate's area of work.

  5. To establish a co-operative and coherent environment amongst the personnel by managing the services of the Directorate in a planned and programmed manner, and to monitor and audit the works.

  6. To obtain administrative and general judicial decisions and the related publications with the aim of improving work efficiency, to have the personnel benefit from them,

  7. To prepare an annual work program every year in order to regulate the works on the basis of the legislation and to submit it to the approval of the Mayor.

  8. To obtain the necessary equipment required to perform the attested work program,

  9. To arrange periodical meetings and assess the works with regard to the works carried out,

  10. To monitor the works of each unit,  to audit and to instruct,

  11. To set prospective goals with regard to the incorporation of the Directorate and its duties,

  12. To make definitive judgments on matters within the area of work of the Directorate, to give the final and exact  decisions amongst the resolution and different methods with regard to various issues,

  13. To establish the coordination between the Directorate of Support Services and the other Directorates.

b) The Authorities of the Manager of the Support Services,

  1. To make decisions, to take measures and to execute in order to perform the duties with regard to the function of the Directorate as required by the programs attested by the Office of the Mayor.

  2. To make suggestions to the Mayor with regard to the taking of new measures and authorities necessary for the performance of functions of the Directorate.

  3. 1st degree signing authority for the correspondences of the Directorate,

  4. To inflict disciplinary punishments according to the provisions of the regulations as the Disciplinary Supervisor.

  5. To make continuous and spontaneous checks on the performance of the staff services in connection with the Directorate and to troubleshoot,

  6. To grant awards and letters of appreciation to the staff working under the command of the Directorate and to make suggestions to the Mayor and to the concerning Deputy Manager with regard to the personnel affairs such as transposition.

  7. The authority to determine the dates of annual leaves of all the personnel under his/her responsibility.

  8.  To assign someone from amongst the personnel possessing the required qualifications for the management, to deputize for the managerial position for the period he/she won't be on duty.

  9. To make the distribution of the duties of all personnel in the unit according to their functionalities.

  10. To communicate with people, units and organizations that are in the area of work of the Directorate.

c) The Liabilities of the Manager of the Support Services:

  1. To provide the efficient and organized procurement of the services of the Directorate that has been stated in this regulation.

  2. By defining explicatively and one by one the duties to be performed by the relevant personnel employed at the sub-units with an internal directive to be issued by the Manager and the respective sub-unit's chief, it will be delivered to the personnel by signature and the personnel will perform the duties mentioned in this directive flawlessly and they will keep the directive on their desks at all times.

  3. The Manager is responsible from the continuity/discontinuity of the directorate personnel.

  4. He is responsible from the timely and accurate execution of his/her duties designated by the 657 numbered State Personnel Law and the other Municipality Regulation.

Chieftaincy affiliated with the Directorate and his/her duties

ARTICLE 9: (1) The Chief, is fully authorized and liable to the Manager in the punctual and accurate execution of the works in accordance with the orders of the senior executives within the frame of the duty distribution made in the Directorate and the frame of Laws, Regulations, Codes and Circulars and Notifications of the Mayor.

(a) Duties and Liabilities of the Chief:

  1. To take over the duties of the Manager in his/her absence for any reason,

  2. To be responsible from the division of tasks amongst the officer and the employees and from the continuity of the personnel,

  3. To check with the procedures with regard to the paper referred to the personnel, to provide for the accurate and complete performance of the works,

(b) Duties and liabilities of the Chieftaincy of Support Services

With regard to the unit directorates' demands of expenditure within the frame of annual limitations set by the Public tender Act, the Chieftaincy is responsible from the following;

  1. If the demand for the procurement of goods and services is within the limits, to procure according to the 22 (d) paragraph of the 4734 Law after carrying out a market search.

  2. To procure by tender if the demand for goods and services is above the limits.

  3. To have the administrative and technical specifications required for the procurement of goods and services prepared by the unit issuing the demand.

  4. To check the demands from the directorates according to their type, quantity, qualifications and capacities.

  5. To have the inspections done by the inspection and receiving commissions in accordance with the technical specifications of the material procured from either domestic or foreign market.

(c) Duties and Liabilities of the Officers

The officers under the command of the Directorate are liable to carry out the their duties accurately and completely within the frame of the Laws, Regulations, Codes, Circulars and Notifications of the Mayor and in accordance with the orders of their superiors. They prepare the in and out of the office correspondences and follow up.

PART 4

Execution of the Tasks and Services, Collaboration and Cooperation

Execution of Services

ARTICLE 10: (1) The execution of the services of the Directorate of the Support Services are as follows.

  1. Acceptance of tasks: The incoming papers are input in the computer, recorded in the book of liabilities and then handed to the respective persons.

  2. Planning of the tasks: The tasks at the Directorate of Support Services are carried out according to the plan prepared by the Manager and the office supervisor.

  3. Execution of the tasks: All the personnel at the Directorate of Support Services are obliged to carry out the tasks assigned to them with care and swiftness.

Collaboration and Cooperation

ARTICLE 11:

1) Collaboration and cooperation:

  1. amongst the Directorate of Support Services and the other units and in-unit coordination is ensured by the Manager.

  2. All letters arriving at the Directorate of Support Services are gathered at the registrar and then handed to the Manager after being filed according to their subjects.

  3. Manager of Support Services refers the documents in his file and the Chief or the personnel in charge.

  4. The Chief or the personnel in charge examines the documents according to their qualifications and concludes them after carrying out necessary researches and procures them directly or by tenders after getting the approval from the expenditure supervisor.

2) Coordination with the other Institutions: (1) Directorate of Support Services carries out all its correspondences with the Governorship and all Public Institutions and Organizations and natural and legal persons with the abbreviated signature of the Chief and the Manager and the signature of The Municipality Mayor and/or the Deputy Mayor.

PART 5

Auditing and Discipline

In-Directorate Auditing

ARTICLE 12

(a) The personnel are subjected to auditing starting from the closest supervisor.

(b) Manager of Support Services has the authority to audit all the personnel of the directorate whenever he/she finds necessary.

Employee's Personnel File

ARTICLE 13: (1) A personnel file for each personnel employed in the unit of Directorate of Support Services is drawn up.

Disciplinary Measures

ARTICLE 14: (1) All the disciplinary measures regarding the personnel of the Directorate of Support services are taken in accordance with the 657 numbered State Personnel Law and 4483 numbered Provisions of the Act on the Judgment of the Personnel and Other Public Officials and other respective legislation in force.

PART 6

Other and Final Provisions

Subjects not in the Regulation

ARTICLE 15: (1) On subjects not present in the regulation are subject to the relevant common provisions in force.

Enforcement

ARTICLE 16: (1) This regulation will enter into force following the attestation of the Municipal Council.

Effectuation:

ARTICLE 17: (1) The provisions of this regulation are effectuated by the Municipality Mayor.
