1987 yılında, Ankara Üniversitesi Ziraat Fakültesi mezunu olup, 1991 yılında Küçükçekmece
Belediyesinde memuriyet hayatına başlamış, 2012 yılına kadar Emlak ve Istimlak Müdürlüğünde rapartör, şef, Müdür Muavini, değişik zamanlarda da müdür vekilliği görevlerini yapmış olup, 2014 yılı Haziran ayında Büyükçekmece Belediyesine naklen atanmış ve Emlak ve İstimlak Müdürü olarak görev yapmakta olup, evli ve 2 çocuk babasıdır.

​​Duties of the Directorate of Real Estate and Expropriation

Our Directorate of Real Estate and Expropriation carries out the duties of leasing business places in possession of our municipality, preparing for the sales transactions of the real estate of our municipality, tracking the legal procedures regarding plots that are required to be expropriated, handling the assignment work regarding the neighborhood marketplaces of the district which are set up on Tuesdays and Saturdays and tracking the processes for the leasing of slots from the market that is set up at nights during summer on Kordonboyu Street.

Authorities, Duties and Responsibilities

  • Performing the work related to tracking and registration of real estate that is in possession of Büyükçekmece Municipality.
  • Carrying out the processes regarding leasing of real estate that is in possession of Büyükçekmece Municipality to natural and legal persons as per the relevant articles of law no. 2886.
  • Handling the operations of allocating real estate to state institutions in case of necessity and assigning rights of usufruct and easement.
  • Carrying out operations regarding the sale of real estate that is in possession of Büyükçekmece Municipality to natural and legal persons in cases of necessity as per the legislations (law no. 2886, articles 15,16 and 17 of the law no. 3194 and plots in which the municipality has a share as per article 18 of the law no. 3194),
  • Carrying out operations regarding the purchase of real estate for our municipality from natural and legal persons in cases of necessity.

Information Regarding the Administration

Physical Structure

  • Handling the work related to leasing or exchange of real estate for our municipality from natural and legal persons in case of necessity and assignment of rights of usufruct and easement.
  • Identifying the unlawful possessions in regard to public real estate in possession of our municipality and effectuating adequate price on the effractor or carrying out evacuation processes as per article 75 of the law no. 2886.
  • Handling the lease and adequate pay work of lessees and effractors; tracking the collection of payments regarding these.
  • Expropriation of areas such as squares, roads, parking lots and parks which are allotted for public services in zoning plans within a program as per law no 2942 which was amended pursuant to the 24.04.2001 dated law no. 4650.
  • Carrying out the correspondence between our municipality and all state organizations and citizens, recording all the incoming and outgoing documents, transferring these to relevant units, archiving required documents and performing other similar duties.
  • Preparing or contracting the preparation of plans and projects regarding our field of activity.
  • Preparing annual activity reports regarding our field of activity.

      • Performing operations regarding the operation of snack shacks in parks that are renovated.
      • Performing operations regarding neighborhood markets.
      • Performing operations regarding the sale of municipal real estate that is not suitable for independent construction to adjacent plot owner(s) as per article 17 of the Construction Law No. 3194.
      • Performing operations regarding the leasing of municipal real estate as per the state bidding laws.
      • Performing operations regarding the assignment of municipal real estate to public organizations or institutions.
      • Performing operations regarding leases and adequate pays.
      • Determination of the municipal valuation commission members.
      • Keeping records of municipal immovable.
      • Identification, realization and collection of annual rent increase rates for the lessees and effractors of our municipality.
      • Ensuring the required document transfer between public organizations and institutions.
      • Informing citizens as required on basis of petitions and applications as per the Right to Information Act No. 4982.
      • Taking necessary actions in the event that lessees and effractors fail to pay their debts.​
